The United Press Association Paris correspondent states that arrangements are complete by which Italy obtains approximately 75 per cent, and France 25 per cent, of the Austrian mercantile fleet. TRANSYLVANIA JOINS ROUMANIA. LONDON, December 31. The Transylvanian Congress formally visited Bucharest and handed the King an agreement to join Roumania.
