TO THB EDITOR' OF "THE VttESS." Sir,—l notice in to-day's "Press" Hat on the Mayor's casting yoto at the Council meeting last night, a building will be erected in tho Square. I am not a bit concerned about tho building, )but I do think that on this, as on many previous and more important ociasions, tho Mayor is entirely wrinig.in the uso of his casting rote. His first, or deliberative vote, of course, is givfen a 3 he thinks best, but when -th?, voting of tho members is even, his castinp vote should always bo given in- ■ tho direction of putting matters back .to j.he starting point, thus allowing a .proposition to come up again at some ..future time when uncler altered cir...dumstances. or more mature consideration, a majority, one way or the other, '.might prevail fis other words, the Mayor has no •right, of himself ind by himself, to "create the new position" -with his casting vote.
