LONDON, July 8. The "Daily Telegraph's" Rotterdam correspondent says that Herr von Kuhlmann has gone to headquarters, and that there is good reason to believp that important Government changcs are pending, including Prince von Bulow's return to the Chancellorship.
COPENHAGEN, July 9. The "Vossiche Zeitung" states that a meatless week once monthly will be unavoidable in August, September and October.
