ALLEGED HAPHAZARD SCHEME. (Australian and N.Z. Cable Association.) LONDON, June 30. The Select Committee on National Expenditure draws attention to tho fact that tho schenio for the national shipyards was embarked upon without an estimate of the cost, and without reference to the Treasury. It was believed that military and war prisoner labour would have been available, but this was abandoned owing to opposition of organised labour. The Committee comments that bofore the scheme was begun it ought tobave been ascertained that the conditions necessary to success could bo fulfilled.
