The "Now York Times" Washington representative' says that a Bill has been reported providing for a Liberty Bond issue of 8,000,000,000 dollars (£ 1,646,090,000). It provides for additional loans to Allies amounting to 1,500,000,000 dollars (£308,640,000). In the House of Representatives, Mr C. Kitchin stated that if tho Treasury exorcised its complete authority during the next fiscal year, it will have floated loans totalling 22,000,000,000 dollars (£4,526,748,000). Tho purchasers of the first throe issues of Liberty bands numbered 31,000,000. (Received June 30th, 5.5 p.m.) WASHINGTON, June 28. Mr Lansing made a statement, in view of the pro-German misrepresentations, to the offoct that the L.'n:tf>cl States' position is that all branches of the Slav race should bo completely freed from German and Austrian rule. Tho personnel of the American Commission to Russia is about to be selected. The Commission will study industrial and economic conditions, with the object of discovering in what way tho United States can assist Russian restoration. j
