DECISION OF COURT-MARTIAL DELAYED. (special to "the' rnESS.") WELLINGTON, March 21. It was expected that tho decision in the Webb case would bo announced, today. The scntenco must hare been decided by tho Court-martial days ago, but it has not yet been promulgated, and people arc wondering why more expedition has not been shown by the Defence authorities in the matter. Meantime, Private P. C. Webb, M.P., has the freedom of the camp, with, a corporal as escort. His quarters are an officer's cubicle, and he is more or less a hero among many of the men.
