KAIAPOI. Xbc fortnightly meeting of the Kaiapoi Borough Council wae held laet. night. Present —The Mayor (Mr J. H. Blackwell), and Crs. L. B. Evans, E. Dunn, J. W. Crawshaw, A. Blakeley, L. C. D. FuldfetE, J. W. •Barnard, J. Brydc-n, H. Mcintosh, and W. Doubleday. v It was decidcd that a letter of sympathy be sent to the. relatives o£ private? F. and G. Warwick Patterson, Macalister, and Siapleforth. The Patriotic Riverside Carnival Commit tee made application to erect tenia on Raven street east on carnival day.—Granted. Mr D. Brown's application for a refund of half rates on various unoccupied properties owned by him in the borough was referred to the Finance Committee. Correspondence was received from the Minister of Railways advising that the Council's requeet to have warning notices erected at the Black street crossing would rcceive consideration. It' was decided to inform the Minister that warning bell 3 are considered necessary at the intersection oi the streets on either 6ide of the crossing. Tho Minister of Railways also notified that the Council's representations in reference to the Styx Tailway croesing would receive consideration. At the invitation of tho Mayor of Chrifitchurch, it waa agreed that the Mayor and councillors who could do so should attend the conference of tlie League for the Advancement of Canterbury, to bo held on March 21st. On the motion of the Mayor, it was decided to support the Auckland City Council in seeking the retention o£ Samoa under British rule after the war. A let tor was received from the Arthur's Pass Tunnel League, asking the Council to appoint a representative to form.ono of a deputation to Wellington to urge upon Parliament the necessity for the completion of the tunnel. The Mayor vrcs appointed the Council's representative. The Lighting Committee recommended that the Conncil supply ©lectric current to ratepayers in tho Rangiora County adjacent to the borough, the minimum charge to bo £3 per annum, escept in cases where special rates have to bo arranged for; that the Council make application for a license to eupply electric energy within the borough, and contiguous to tnc borough, and ask the Public Works Department to provide tho necessary plan. They also recommended the Council to complete the undertaking with the Post and Toleqrraph Department to put in insulated electric wires where required, and to advise the Public Work 3 Department that the Counci' will exerciss the option o{ paying ths cost of the electrical installation by annual instalments.—Adopted. The Works Committee were asked to report at the nest meeting on the< re-meta!!ing oi High street. The receipts since last meet in? were reported to be £13.0, and the overdraft at the bank £5c4.
