THE CALL UPON BRITAIN. LONDON, February '24. Addressing discharged soldiers and sailors, Sir Auckland Geddos, Minister ! for National Service, said there was no clear end of the war in sight. The need for man-power was never greater. The whole of the man-power question w:i.s profoundly modified by the defection of ilussia, which enabled Germany to establish an approximate equality of strength on the West front. Thus the Allies could at present obtain no decisive .advantage there, and until the American forces arrived we must see that our army was kept up to the necessary strength. A serere blizzard in America had delayed the shipment to Great Britain of raw materials for munitions, therefore fewer men would be wanted during t u e next few weeks in the munition factories, thus providing an opportunely to comb out munition workers of military age. The Government was determined that new men would replace those who had been twice wounded <" whose nerves were shattered. j
