At the conference between tlio German and Austrian Erapercr s and Ministers, it is understood that Count Czernin, the Austrian Premier, mado an important declaration of the possibility of early peace, adding that tho Emperor of Austria will shortly be making a statement to tho civilised world to that effect. It was decided that Austria should break off relations with America, the German delegates strongly urging that this was necessary. THE RAISE It DYING.
CANNOT LIVE MANY MONTHS. AN AMERICAN BELIEF. (Received April 6th, 11.50 p.m.) LONDON, April 4. The "Morning Post's" "Washington correspondent has received information through American financial circle® closely oonnected with tie rman-A me r ican bankers, who are on intimate terms with tho Gorman Government, to the effect that tlio Kaiser is fatally ill with Bright's disease. The illness is ascribed to continued worry and mental depression. Tho Court physicians and entourage havo failed to rally him, and the discaso has now obtained such a hold that recovery is impossibly. His death is oxpected in the next few months. Tho same German bankers say that unless there is a sudden Republican uprising after tho Kaiser's death, a constitutional Monarchy is likely to be the outcome. The Hobenzollorn Hbuso will probably lose tho Imperial crown. The Germans will not accept the Crown Prince, owing to his moral disrepute. HOSTILITY TO THE KAISER. GERMANY'S DIPLOMACY ATTACKED. THE HAGUE, April 4. Hostility to the Kaiser was marked during, the Bismarck birthday celebrations in Germany. Dr. Ballmer, a member of tho Diet, in a spccch at Cologne, attacked Germany's diplomacy. AUSTRIA TO BREAK WITH) AMERICA. THE HAGUE. April 4. • It is understood that Austria has decided to break relations with tho United States. A PROTEST THROUGH SWITZERLAND. WASHINGTON, April 4. Germany, through the Swiss Minister. has officially protested against tho United States' allegation regarding tho Treaties of 1785, 1799. and 1826, and siatcs that Americans are free to leave Germany at any time.
