BUKAREST, August 13. Rumania denies that elie is i joining the Alliance. SOFIA, Augdst 13. Tho Government has reassured the Russian Legation that Bulgaria will observe tho strictest neutrality.

"Renter" states that tho Ottoman Embassy is not awaro of the reported purchase of tho Goeben by Turkey. That Power intends to remain absolutely neutral. Partial mobilisation for tho defence of tho European border lias been determined upon, but she will not embark on a policy of adventure.
