STRONG COMMENT BY "THE TIMES."
PLEA FOR WAR WITH GERMANY. (Received August 3rd, 7 p.m.) LONDON, August 3. "Tho Times," in a leader, says:— "After the example of what Germany Jhas done in Luxembourg and on tho French border, we cannot longer rely upon tHo presence of her Ambassador in London as security against some sudden surprise. It is true wo have no controversr wi*h her, and have been willing qnd anxious to develop those better relations which had lately sprung up. We wero eager to work with her for modiation and peace, and now she has shown her hand. Sho is resolved to crush France, and to trample upon the rights of those who happen to stand in her way. Yesterday it was Luxemburg, to-day it may be Belgium, or Holland, or she may treat us as she has treated our French friends, and assail us without a decla-
ration of war. She will find the Empire ready. The eyes, of tho nation are concentrated upon the German attack on France and Luxemburg. Tho nation knows its duty, and, with the blessing of Heaven, will do it to the uttermost."
