When the apparently endless debute on the Panama Tolls Repeal Bill was about to end. the Senate's Foreign Rolations Committee complicated tho situation by reporting favourably on a resolution providing for tho submission of tho question .to arbitration.
Tho Senate's action indefinitely postpones the final vote. .
