The chairman read tho following letter from Dr. H. Chesson. Distiict Health Officer:— «;gj ri — i have tho honour to enclose •\ com ,? of a report on the hotels in the Cbristchurch District, submitted ' by Inspector Kershaw. There nro come questions which I think your committee should pay special attention to from a sanilarv point of view. I refer especially to bedrooms which are not piovided with au op on ' n S diiect to the external air for the purpose n? ventilation and lighting Such rooms are a menace to health, as they can never be thoroughly air-flushed, nor attain that amount of direct sunlight which is ieqni:ed to destioy onanisms of disease. The benefits of direct ventilation are perhaps generally understood, but it is not so generally known that the light of the sun is quite as necessary as effectivo ventilation: such rooms are therefore a factor in the dissemination of tuberculosis, and, of couisc. or otiier diseases.
"I would, ti , ere fore, urge upon your committee the necessity oi' pioiiibiting tlie use of such rooms as bedrooms, in cases where it is not possible to make the required alterations to obtain an efficient window opening direct to the external air. In tho attached list o* defects and recommendations, you will find the hotels mentioned in which such rooms exist. Another question which 1 would draw your committee's special attention to, is" ti.e one regarding want of glass wasning appliances in some- or cue bars. It was really a repetition of what had com© before tho committee ou previous occasions. He did not intend advising the eommitteo to take any action, and the committee did not think that it shc-uM identify itself with matters that it could not enforce under the Act. Ho was ouite clear that in respect to some of the masters referred to in the letter t*ie committee had no power to enforce them. There, was oue exception, and that -was in respect to the references to urinals. In this matter he would insist, on behalf of the committee, on matters being remedied. He then emoted from the 'list attached., to-Dr.-Chesson's letter the remarks made regarding the conveniences at Warner's, the Gladstone, Foresters' Arms, and fho Wellington. The licensee of the Foresters' Arms said that the cause of complaint had boen removed. The chairman said that tho applications for the renewals of the licenses of Warner's and tho Gladstone Hotels ' would bo adjourned for three months in order that matters might bo rectified. He asked who appeared for the Wellington. . i The licensee said that he appeared.
The chairman: The only objection to you is that you have rats, apparently. (Laughter). The lirenspc arid that Tvhen he took the hotel over there were rats under tho scullery floor, but he had got rid of them.
-; SELWYX. j " The annual meeting of the j licensing Committee, was held at jhe | Kakaia Courthouse yesterday, waen j tiero we-ro on the bench Mr T. A. B. j Bailey, S.M. (chairman), Messrs T. ! Lander, T. Blacklcy, Magson, and A. jDrtmnioncl. I A transfer of the license of the Caui>rbury Hotel, from Mr F. Hood to P. ) Miller* was confirmed,' and a now license was granted to Mr P. Miller. Some improvement in the drainage arrangements wore ordered to bo completed within three months. Tho application of Mr T. Twomev for a renewal 06 the license for-tho Mothven Hotel (Methven) was adjourned tor three mouths, to allow time, for improvements in drainage to be earned out. 'The police reported also that the buildin" was in a bad state of repair. A renewal was granted uncorditionSy to Mr J. t. Jopp, the licensee of c Sheffield Hotel (Sheffield). The renewal of the license to Mr J. Patton tor tho bpnngheld Hotel (Spriii'-neld) was granted, as was also the license to Mr C. G. Wallace tor the j tfororata Hotel. Renewals were Granted to Bridget Dblargy and a. Taylor the Railway Hotel and the i South Kakaia Hotel, respectively. The ! fire escapes must bo fixed before tho • next annual meeting. j i J. W. Halliday was granted a re- j J newal of the. license of the Chertsey ■ I Hotel, subject to fire escapes being j provided. ~ i ! J. W. Tho chairman held that under the Act it was not new c nry for the applicant to not'fv the public, arirl license was cranted.
