NEW YORK, May 19

It is understood that Huerta makes it a condition of his retirement from tho Presidency, that ho has some voice in naming a successor, the granting of a loan of £80,000,000 by the UnitetT States for ninety-nine years, and a leaso of Magdalena Bay for naval target practice at a rental of £200,000 a rear.

Tho Stato Department officials here havo not been informed of any such demands, but it is believed that Huerta lias so instructed his delegates to the Peace Conference.
