MEXICO CITY - , May 10. General Villa's followers are engaged in extensive predatory operations against foreigners owning property at Tampico. The Constitutionalists, immediately upon taking possession, began blustering and blackmailing business men. General Gonzales demanded a huge sum from the Tampico Chamber of Commerce, which was paid under throats of violence. A Dutch warship was ordered to leave the river, and* was powerless to resist tho order. "
The Dutch Minister at "Washington telegraphed an urgent demand to Carranza and Gonzales that the Constitutionalists should behave themselves.
Tho Constitutionalists are arranging to soil a:; million dollars' worth of cotton 6toleu 'from Spanish residents acd planters.
It is reported that Villa is oxecuting all Federal officers.
Wholesale looting is feared if Villa enters Mexico City.
