Tho "Standard" says that a majority of tho world's Governments are in favour of a reduction in tho rato of international letter postage to throe 1 halfpence Some Governments advocate that tho reduction be" to one penny. A conference, "to'oo hold vn September, is expected to adopt a rate of three-halfpence, becoming operative in 1915.
