The "Herald" considers that the Commission has gathered much valuable information, and if the entire report is on the samo efficient lines as the extracts, tho document must be treated seriously by the authorities. Had the Commissioners been in close touch with internal affairs for years they could not have described "more faithfully the phenomena in industrial and commercial life. The "Telegraph" cona'dnrs the report less than what was looked ior, and tbat in some instances it displays lack of information.
