(Sl-ECIAL TO "THE TRESS.") WELLINGTON", January 28. Tho recent conference of representatives of Harbbur Boards came to a unanimous decision that no bodies other than Harbour Boards should have power to interfere with or arrange work on the wharves. It is probable that legislation will be introduced next 6ession dealing with tho subject, but so far it is impossible to say ou what lines such legislation will proceed. Nothing can be done of a satisfactory nature until shipowners have been consulted. Before tho Government comes to any conclusion in regard to its policy in tho matter steps will be taken to obtain the opinions of shipowners on the subject.
