BILLS OF LADING.
The Commission calls attention to complaints regarding outward bills of lading as out of date, unduly complicated, and in favoiir of shipowners as against customers. Nevertheless, there is evidence that many companies have granted redress which they were not, legally compelled to g ive. Evidence of tho strength of a shipping ring in London is so great that combined action by importers is considered to be of little avail. Tho report draws attention to tho possibility of amending the United Kingdom law in order to bring it into live with tho Australian Sea Carriage Act, 1904.
