MAIL CONTRACTS.
• Any semi-antomatic renewal of a mail contract with a slight improvement in speed and conditions, ard a slipht decrease in cost, would be inadtvquate as a solution of the. problem, which needs to bo handled on broader lines, giving fall consideration to all circumstances, particularly sjieed restrictions in tho Suez Canal." There are gravo reasons to doubt the reality of tho competition under the present arrangements. A continuance cf the quasi-monopoly for a long period is probably unfavourable to the development of 6hippic£, as it removes a great incentire to tho construction cf faster ships. No mail contract is satisfactory which does not prorido for a sea speed coneiderably in excess of that of unsubsidised linos.
