Notwithstanding Press statements to the contrary, the Commissioner of Police asserts that criminal conspiracy among tho better classes exists in India. Dacoits seriously wounded Mr Higgins, a prominent planter at*Chittagong. Higgins shot one ■of his assailants dead. The police are making determined efforts to crash the terrorists in Eastern Bengal.
