LONDON, December 8. t In. view of the frequency of strikes, the International Shipping Federation will prepare new clauses which it is intended shall be embodied in all bills-of-ladinp. for the purpose of conferring extended powers on shipowners, enabling them to act in the interests of cargo owners equally with themselves, the expenses incurred to fall jointly on the owners of the ship and of the cargo.
