THE HOLIDAY PROPOSAL.
WASHINGTON, December 7. Debating Mr Winston Churchill's naval holiday resolution, Mr Huling, in tho House of Representatives, claimed ti-at the Haguo Conference had broken down because it was lacking in power to enforce its rulings. Until the day arrived when inventions made war impossible, the United States ought to be ready to curl up like a porcupine with its quills impregnable to attack. The debate was adjourned.
