LORD HARDINGE CRITICISED.
"SOWN THE DRAGON'S TEETH." (Received December Bth, 1.10 a.m.) LONDON. December 7. Sir West Ridgoway sharply criticises Lord Hardinge. Ho declares that his approval of law-breaking by Indians in South Africa will make Bengal agitators clap their hands and leap for joy, but when tho agitators find that his brave words are not translated into aßprcseivo action, Lord Hardingo will find that ho lias sown the dragon's teeth. It is essential to end passivo resistance in South Africa, and tho Government should appoint a Commission of .enquiry. It is doubtful if a concession would satisfy the Indian agitators, whose pretontions are encouraged by academic Imperialists, who dream of a Utopian Empire whore all citizens havo equal rights. If the Government were to attempt to force a policy or even support it with argument, it would break up tho Empire, as the self-governing colonies would not tolerate the entry of coloured people in any numbers.
