It is essential to end passivo resistance in South Africa, and tho Government should appoint a Commission of .enquiry. It is doubtful if a concession would satisfy the Indian agitators, whose pretontions are encouraged by academic Imperialists, who dream of a Utopian Empire whore all citizens havo equal rights. If the Government were to attempt to force a policy or even support it with argument, it would break up tho Empire, as the self-governing colonies would not tolerate the entry of coloured people in any numbers.
