Delcasso - ehould bo recalied from St. Petersburg and entrusted with the task of concluding the loan arrangements and preparing for an election; or, in the alternative, that M. Poincare should obtain tho Senate's consent to an immediate dissolution. M. Dupuy is considered the mos? likely candidate for the Premiership.
M. DUPUY TO FORM A CABINET.
M. CAILLAUX OPPOSED. (Receievd December sth, 10.5 p.m.) PAIUS, December 5. It is expected that 31. Dupuy will form a Cabinet of conciliation, including M. Ribot and 'XL. Pichon. M. Ribot, who is in poor health at present, is sounding his friends, including M. Clemenceau and M. Briand. Many deputies desire President Poircare to exercise his right to grant a dissolution. M. Caillaux will oppose M. Dupuy forming a iiiniatry. Since tho crisis commenced, rentes have declined 15,500,000 franca.
