FRENCH POLITICS.

CAUSES OF GOVE__NT_3_NT'S DEFEAT. (By Cable.—Piasa Association.—Copyright.) PARIS, December 3. In the debate in the Chamber ef Deputies, the Government urged' that as rentes had fallen to 86, the new- issue was unlikely to be above 83. If direct taxation was proposed, the prioe would De further depreciated. M. Caillaux pointed out that onetenth of French wealth was invested in rentes, and unless the Chamber reserved the liberty to tax rentes it would be impossible to impose an income tax. Even if the promise of exemption resulted in a profit of four per cent, on the present loan, it would eventually mean a loss of £40,000,000, to the detriment of the peasant. The majority is composed of elements which are unlikely to collaborate for long. Dislike of the triennial service scheme, and objection to the Proportional Representation Bill, are the chief factors hi the Government's defeat. M Caillaux recently ndvocated a return to the two years' service system. This would appear to make his assumption of the Premiership impassible.
