INSTRUCTIONAL POINTS.
The. Committee holds that tiie payment of- capitation on manual .work in •school cl_sses on the basis of individual attendance -should bo ab_ii~_ed, and that the average weekly attendance should bo substituted, that the scaio of payment for country classes should be increased, tbat in secondary schools typewriting should not bo taught, that only the rudiments of shorthand should bo. taken, but that tho principles of book-keeping, if introduced, should bo taught in a thorough manner. Tho principle of continuation classes is and their establishment is recommended wherever possible. Tho Committee dissents from the opinion that Agricultural High Schools snould be established in agricultural or pastoral districts, when the attendance at tho District .High School reaches an average of 80 pupils, as it approves of the continuation and development of. tho preeont system of teaching agricultural subjects. Th* Committeo approves of the establishment of one or mora Agricultural Coltbe training of farmers and the higher training of teachers and instructors in agricultural work. While the Committee agrees generally with the made upon the syllabus by the Commission, it does not approve of the recommendation to prescribe speciarly prepared readingbooks, and that before any alterations •are made in the 'svllnbus, particulars of the same should *5e furnished to all teache-s through tho various institutes
