Ho thought the difficulty could bo solved by tho co-operation of the Powers under nressure of public opin-' ion. He reiterated his LadybankHome Rule proposals. Tho present situation showed no ground for a general election. Tho Govern- , ment were not frightened of the menacp of civil war. He did not see any im- - mediate prospect of a settlement by. consent.
