VOLUNTARY SYSTEM FAILS.

The report of the Council of the Territorials Association refers to the lack of public spirit, inadequate remuneration, and difficulty in regard to the training period, as the main causes of the deficiency in the Territorial establishment. The report recommends personal allowances to cover pecuniary loss by officers, with efficiency bounties for other ranks, and the adoption or a system of training in elementary schools, continuing till the trainees are eligible for the Territorial force.
Lord Roberts estimates that the Council's schemes will cost an extra £1,G50,000 if the Territorials are maintained at full strength.
