DEFENCE OF EMPIRE.
SHOULD BE UNDERTAKEN BY BRITAIN. (Received November 28th, 12.30 a.m.) ' OTTAWA, November 27. Mr Bourassa, the Nationalist Leader, addressing the Canadian Club, said that each self-governing Dominion ought to protect its own territory, it was absurd to pretend that a given policy ought: to be adopted,by any Dominion because other Dominions had found it acceptable and feasible, illustrating his remark by a comparison between Canada's and New Zealand's attitude on naval matters. Britain ought to undertake the general defence of the Empire while she insisted on general control of naval and military forces and naval policy.
