INDIANS KEPT IN BARBED WIRE ENCLOSURES.
WIRES ELECTRJCALLY CHARGED. A LEGAL~OPINION. (Received November 23rd; 5.5 p.m.) . LONDON, November 22. The "Daily Mail's" Ihirban correspondent reports that -the colliery employers are keeping the Indian worker* in' barbed wire enclosures- The wire iis connected with electrical stations, and any men attempting to escape receive a shock of 220 volts. Mr Laughton, X.0., considers that indentured Indians are not obliged to leave Natal or pay the poll tax, be. cause their contracts are not signed, only thumb smudged, and are silent regarding .repatriation.
