HUERTA'S POWER CRUMBLING
(Received November 21st, 9.5 p.m.) WASHINGTON, November 21.
The State Department affects to believe that Huerta's power is crumbling, and it is merely a matter of time until he resigns, hence the procrastination in regard to its policy continues.
When tho Mexican Congress assembled, Huerta read his message, as already outlined. There was no demonstration. Both the Senate and Lower House met in joint session.
