REBEL LEADER'S INTENTIONS

• General Carranza is further complicating tho Mexican situation. He has opened a campaign against Huerta, declaring that his purpose is to march on the capital. Carranza's overtures to tho United States for recognition have failed.
The American authorities have agreed to give protection to all foreigners and foreign property on the East Coast, including Lord Cowdray's oil interests.
