A QUEBEC SCANDAL. CTini<e"-Sydn<y "Sun" SpeciaJ Cablo.) OTTAWA, November 20. Colonel Gaudit, head of the Quebec areenal, has retired owing to the ammunition defects scandal. Twelve million rounds of ammunition have been found to be defective, and it will be necessary to melt the material of 1,500,000 cartridge cases.
Stock has not been taken at the arsenal for thirteen years, and a shell factory established years ago has never produced a single shell of the <sorrect dimensions. The condition of the machinery necessitates the closing of the factory.
