Huerta is preparing a Congressional message, in which he attempts to justify the dissolution of the old Coneross and tho imprisonment of deputies. He quotes Napoleon's justification for his closing of the French Legislature in 1799. Huerta makes no reference to international questions, and asks the new Congress to endorse his actions regarding internal affaire. He declares that the law will not be violated if the Fatherland is saved.
