BREAK IN THE STONEWALL.
(PHESS ASSOCUJION TELECHAK.I WELLINGTON. November 19. The stonewall on the Legislature Amendment Bill (to which the -overument intend to add a new clause repealing the Second Ballot Act), which was begun by the Opposition last even- / ing, was continued until half-past six o'clock this morning, when it was suspended for tho time being by the hand of death.
Part of tho tactics to gain timo was to brine; the Speaker into tho chair to julc on the question of relevancy, which, under the Standing Orders, rests entirely in the discretion of tho Chairman of Committees. On the Li-st occasion this proceeding was retorted to. the Speaker instructed the Chairman not to take further notice of such a request, and if any member persisted in questioning his ruling, such -member must be committed for temptSbcrtlv after 2 o'clock Mr Ngata produce*! Webster's Dictionary and «soent somo timo in exposition of tho various forms in which tho word "this" could ho used. Speakers during the i night were Messrs Poland, Forbes, f WUty, Isitt. Atmore, Mac Donald, Ngata. Rangihiroa, and Seddon, Ministers taking turns in charge of the Bill. At- 4.1-5 a.m. Mr Seddon was cautioned by Mr Hine, Acting-Chairman, against discu-fiing tho influence of I-atin on the English language, his remarks being rilled as irrelevant. At 5 o'clock a division was taken on 3fr Poland's amendment, which was lost by 5 to 22 A "-horn passage took place between Mr Atmcre and Dr. Pornare, in which the latter invited the former to "como -ouf-ido." when tho Chairman interposed.
