Mr Haldane, in a speech "in London, while combatting compulsory service oa regards the Regulars, referred contemptuously to tlie man who amused himself and did nothing for his country. He remarked that not improbably a short sharp Act- of Parliament in war-time would compel him to do his duty in some lino of defence int some very inconvenient and part of tlio country.
Tlie sincerity of Mr Haldane *s opposition to universal military training ia suspected in many quarters, it bemfi thought that at heart he feels titan universal training is tho only solution! of the problem of tho Army, but cannot say so because it would bo -gains. tho policy of his colleagues. In support of this it i_ pointed out that the machinery he has devised for the Territorial force would serve admirably- for universal training, should the country become converted to it.
