The Hollanders at Pretoria declare that trouble is brewing between Russia ami Britain, thus affording the Transvaal an early opportunity to rebel. LONDON, February 17. The "Daily Telegraph" states that a Hollander gang in Pretoria are endeavouring to incite Boers to disloyalty. The depoitation of the gang is expected. Kruger denies that he ever offered Germany the Transvaal Protectorate, or that Bismarck refused it.
