Mr Balfour had an enthusiastic reception at Liverpool. 'He announced a great revolution in the constitution of the Committoo on Defence, which had been fundamentally remod-lled. It would no longer be a purely Cabinet Committee, but now included the Commander-in-Chief, the President of the Council, the -Prime Minister, the First Naval Lord, the Secretary of State for War, and the directors of Military and iNaval Intelligence. It was intended to keep records, and tho reasons for conclusions, for the guidance of their successors, thus introducing a continuity of policy. If the conclusions were unsound the Cabinet would deal with, them. Mr Balfour hoped the reforms would bear rich fruit in connection wita the ever increasing gravity of the problem of defence.
