POST OFFICE SCEPTICISM.
A Spanish electrical engineer, Senor - Roman Gabarro Julien, claims tbe honour ', of laving invented an electrical system of conveying mails overhead as long ago as 1898. He submitted it to practical demonstration in Madrid, and communicated the results to the postal authorities 'of - Britain, Spain, France, Austria-Hungary, and Russia. Senor Julieu promisee a speed of nearly 200 miles an hour, and ■ the car* rier, to contain 1000 letters, wouid only ttojHj 431b, which is much less than that of Count Teflggi'g eystem. The authorities of tie British Post Office do not view such > .inventions as practicable. They laugli at tho idea of carrying mails from London to Preston in an ttiour, and, so far, have not been convinced that any such aerial system is capable of handling the very heavy mailfl of this country.
