ANOTHER ARMY SCANDAL
PERSECUTION BY THE SUBALTERNS
OF THE GUARDS

Admiral Cochrane, in a letter to "The Times," declares that the subalterns of the Grenadier Guards were allowed to hold unofficial courts-martial on young officers on social and military charges, almost invariably inflicting flogging of a cruel and degrading type. The matter was brought to Lord Roberta's notice by the relatives of several of the victims. Lord Roberts placed Colonel Kinloch, of ttie Guards, on. half pay, and directed General Oliphant to protect the officers who revealed the flogging scandals. Admiral Cochrane asserts that hie nephew was virtually compelled to resign hie commission to escape the persecution of his superiors.
