Lord George Hamilton, Secretary of State for India, epeaking at Bradford, said he expected the Venezuela dispute to be settled within a few hours. Hβ stated that the btockaders were not causing any delay in the settlement. NEW YORK, February 9. Each of the blockading parties has drawn up two protocols. The first refers to tfie Hague Tribunal the question of separate treatment, and stipulates that when Mr Bowen, <th"c United States Minieter, ei«ne it, the olockode will be raised, and the preliminary payment of £5500 will be accepted. The second deals with the manner of adjudicating the claims and administering the customs. Zvir Bowen ■ suggests several changes in the German and Italian protocols, but accepts the liiitifih protocol, except in slight detail*.
