Mr Austen Chaniberlain, in a speech at Birmingham, foreshadowed electoral redistribution. VICTORIAN TOBACCO. The Victorian Agency-General has disposed of the balance of the Agricultural Department's shipment of 62 hogsheads of tobacco at fivepence per pound. The total shipment realised £2385. The manufacturers regret the cessation of the shipments. SEHUM FROM SCARLATINA. BERLIN, February 5. Dr. Aronson, of Berlin, has discovered serum for protection against scarlatina. LORD SELBORNE.
