GREAT BRITAIN BLAMED BY AMERICA.
LONDON; February 4. The cooseceus at opinion of New York eorrespondients is that the hitch in the Venezuelan settlement negotiations -s somehow attributable to Britain. Leading American organs, in outspoken articles, describe tlhe British Government as proGerman. The uovernmemt in accused of failing to understand Ik>w much thk Venezuelan money is costing them.
"The Timts," commenting on Air H. W. Bowen's latest offers, states:—"The ' relief of both countries would be hearty aiTd profound if the offer were approved by President Castro, which would "Iree us from tftw obligation of continuing method* of compulsion."
"The Times-" also expresses a hope that the sudden wave of feeling erf American newspaper* would quickly subside with wae knowledge that Britain's conscience -was clear.
