LOSTA OPPORTUNITIES.
Sir, —Apropos of the present question of amalgamation of city and boroughs, and consequent benefits or "loet opportunities/ I would dike to relate -what happened in the Town District of Sumner same yeans back. I was resident there then, and took no small interest in the advancement of the district j/enerailly. Amongst other works I tackled was the formation of the Eeplanade (tiro chains in width) for the entile lengtlx of the beach frontage. There ■was to be a breastwork «f two-inch timber, and the road work waa to be covered with clay aakl otherwise made good. I obtadned a tendkw for the work, and, personally, got tmbecriptJoms equal to twenty pounds per chain from all the owners of the beach frontage, bar two (representing three chains). That was the contract price. Armed 'With tihie handsome subscription, I tried, but in vain, to obtain front the Town Board a contribution equal to the cost of the formation of tihe six intersecting streets. Objections were raised and successfully urged that such an expenditure would be j but for tihe benefit of the beach frontages j only! '■> -was part of itihe scheme to have planted trees along the Esplanade wihen formed. Wihat would eubh a work, if carried out at that time, have done for Stunner, and svh&t would it have looked like to-day If That was a "loet opportunity."— Yours, etc., ARTHUR APPLEBY.
