REFORMS IN MACEDONIA.

United Press Association—By Eleotric Telegraph—Copyright. (Received January 30th, 11.34 p.m.) ST. PETERSBURG, January 30. A Yellow Book shows that France in November suggested to Russia concerted action by the Powers in order to compel the Porte to reorganise the Macedonian administration. The Czar then sent Count yon Lamsdorff, his Minister for Foreign Affairs, to arrange an " entente" with Austria. It is- reported in Odessa that an Auetrian squadron is mobilising at Pola, and the Russian fleet in the Black Sea, in order to simultaneously enforce reforms in the spring.
