King Menelik, of Abyseinia, has notified France tliat he will be unable to' arrive at Jiboutil on the date fixed for the opening of the railway. The visit, which was previously arranged, is therefore postponed. (Received January 28th, 9.44 a.m.) Menelik hopes io spend a fortnight it Horrar andi a week at Jubitil in. the autumn.
