AN OFFICIAL ANNOUNCEMENT.

(Received January 27th, 11 p.m.) BERLIN, January 27. It is officially announced in Berlin that Germany, Britain and Italy have agreed to raise the blockade as soon as an agreement is concluded with Mr Bowen, tlie American Minister in Venezuela, who is representing that State in the negotiations with the Powers.

Germany admits that the guarantee offered by Mr Bowen on behalf of Venezuela 'is not inadequate.
