The King invited Count Wolff Metteraioh, the departing German Ambassador, to dinner at Windsor on the Kaiser's birthday. A GOVERNMENT APPOINTMENT. The Hon. Charles Hardinge, secretary to the British Embassy at St. Petersburg, has succeeded 1 Lord Bertie, who was recently appointed British Ambassador at Rome, as Assistant-Undersecretary for Foreign Affairs. ROUMANIAN OFFICIALS ARRESTED BUCHAREST, January 24. M. Parisiano, vice-director of the Public Debt of Roumania, and M. Dimitresco. an official in the same department, have bsen arrested on charges of dishonesty in connection with the issue of a four per cent, jloan.
