' The election to fill the vacancy in the West Derby division of Liverpool, caused by the death of Mr S. W. Higginbottom, resulted in the election of Mt W. W. Rutherford, a Conservative, who polled 5465 votes. Mr Richard Holt, a Liberal, polled 3251 votes. Mr Rutherford is Lord Mayor of Liverpool. [The late member was a Coneecrv*tive, and was returned unopposed in 1900. The Conservative majority in 1895 wae 2954 i Oβ against 2204 on i*oe present occasion.] THE SUNBEAM SOCIETY. The Sunbeam Society, organised by the South Australian newspaper, the "Regieber," entertained 2500 poor children in London. BRITISH NAVAL CRUISE. The troopship Tyne, with twelve torpedodestroyera, has left Malta and Corfu for a three weeks' cruise. FATAL BOILER EXPLOSION. A new bailer at Tupper's in Bileton, exploded. Two men were killed, and thirteen ecalded severely, come fatally. ESPIONAGE IN GERMANY. BKRLIN, January 21. Profesoor Delbrueck, the German ihiutorian, was fined £15, or thirty days' imprisonment, for writing oil article on Germany's policy in Poeen in which he denounced espionage. BACKING UP THE MONROE DOCTRINE. NEW YORE, January 21. The Maritime Association of.New York ' ha* petitioned Congress to double the Navy, in order to remove the suspicion that America is weakening in regard to the Monroe Doctrine. The Premier promised to support the abolition of the enb-prefecte, thus effecting a saving of two million francs. [For administrative purposes France is divided into 86 departaumt*. Each department has representatives of ail the Ministers, and. ia placed under & Prefect, nominated! by Government,, and having wide and undefined functions. He is assisted by a Prefectorial Council, whose advice he may take without being bound to follow it. The Prefect k a representative of tibe Executive, and has under hie contra! all officials of the department. There is a Sub-Prefect in every anondiesement, except in those containing the capitals of departments and nhe department of the SaLce.
